The main goal of the three year long RTS project, stated in October 2009, is to improve the usability of public and service transportation in sparsely populated areas such as Pielinen Karelia. The project will first determine the scope, utilisation rate and costs of existing services, as well as aim to develop new, cost-effective transportation solutions, which will better match the service needs of the elderly and of a sparser population in target areas. The goal for the final phase of the project in 2011 is to start trials for improved service practices in the Pielinen Karelia area. The project is administered by the Regional Council of North Karelia and its partners include the County Council of Västernorrland (Sweden), the Dumfries & Galloway Council (Scotland), the Development Center of East Iceland (Iceland), the Shetland Islands Council (Scotland) and PIKES. The overall budget for the entire run of the project is €1.8 million, and the majority of its financing is coming from the EU's Northern Periphery Programme.
